Emerging research from Poland highlights a critical challenge for Europe's heating decarbonization agenda: public acceptance. A study surveying 508 households across five municipalities in Małopolska Voivodeship, complemented by interviews with local officials, reveals that households increasingly prioritize energy security over climate policy objectives—a disconnect that threatens the feasibility of ambitious regulatory frameworks.
The survey found low public acceptance for phasing out solid fuels and natural gas heating, despite these being core elements of the European Green Deal and the proposed ETS2 (EU Emissions Trading System 2). Rather than embracing renewable heat sources or heat pumps, respondents strongly supported retaining solid-fuel boilers as emergency backup systems, regardless of emissions class. This reflects a fundamental reframing of energy security: households define it not as carbon-neutral supply, but as independence, autonomy, and freedom of choice—qualities they associate with on-site fuel reserves and backup capacity.
The research underscores how geopolitical instability and energy crises reshape public priorities. For residents in regions like Małopolska, with socio-economic vulnerabilities and diverse heating infrastructure, solid-fuel systems represent tangible resilience against supply disruptions and price volatility. These practical concerns—rooted in recent European energy shocks—now outweigh abstract environmental benefits in household decision-making.
The findings carry significant implications for EU policymakers designing ETS2 and related decarbonization instruments. Top-down regulatory mandates that ignore household energy costs and resilience perceptions risk public backlash and non-compliance, particularly in Central and Eastern European municipalities. Successfully transitioning heating systems requires simultaneously addressing affordability, local energy autonomy, and genuine alternatives perceived as secure and reliable.
This research suggests that European decarbonization must integrate energy security frameworks that go beyond low-carbon technology deployment. Policymakers should pilot community-scale renewable heating with storage, retrofit incentives that reduce costs, and transparent communication about energy independence benefits of new systems. Without reconciling climate objectives with household security concerns, Europe's heating transition may stall.
