Rural energy transitions in South-Eastern Europe face persistent challenges: limited access to capital, weak policy support, and deep-rooted heating practices. A new longitudinal study from Ghelința, a commune in Romania, offers empirical evidence on how communities can shift toward sustainable bioenergy despite these headwinds.
Researchers surveyed the same households in 2016 and 2023, tracking changes in heating methods, energy knowledge, and renewable-energy perceptions. The results paint a picture of meaningful change. Energy literacy—specifically awareness of biomass technologies—rose from 41 percent to 73 percent. Dependence on traditional firewood for heating fell from 87 percent to 72 percent, while biomass boiler systems climbed from 3 percent to 17 percent. Local support for transforming Ghelința into an official bioenergy village surged from 53 percent to 86 percent.
What drove this shift? The study identifies local government action as a pivotal factor. The mayor's office installed biomass heating systems in municipal buildings—schools, administrative offices, and community centers. These visible installations functioned as proof-of-concept demonstrations. Residents could observe the systems operating reliably, gather performance data from neighbors, and internalize that biomass technology was neither experimental nor risky. Trust grew alongside awareness.
Yet financial constraints and weak regulatory incentives continue to limit faster adoption. The study integrates social surveys with institutional analysis and techno-economic assessment, revealing that demonstration alone cannot overcome capital barriers; households still struggle to finance upgrades without subsidies or favorable credit terms.
The Ghelința case carries implications for rural Europe and beyond. Local authorities often occupy a unique position: they are trusted, visible, and capable of mobilizing public capital. By leading bioenergy transitions through institutional demonstration rather than relying solely on household incentives, municipalities can build social and technical momentum. For grid planners and energy policymakers, the lesson is clear: rural decarbonization requires municipal authorities as active transition partners, not passive policy recipients.
