This effect reflects storage's essential role in lowering carbon intensity across electricity systems and enabling deeper renewable energy penetration—a cornerstone of decarbonization strategies across the EU.

However, the affordability story is more nuanced. Although energy storage innovation does reduce energy affordability risk, the effect is weak and barely statistically significant. This gap stems from two practical realities: the technology diffusion process moves slowly, and upfront capital costs remain substantial despite long-term economic benefits. Current battery and storage system prices still present barriers for widespread deployment, particularly in cost-sensitive markets.

The study also examined complementary factors. Economic growth and urbanization both significantly reduce both environmental and affordability risks, suggesting synergies between development and sustainability. Environmental taxes improve environmental outcomes but show no meaningful impact on affordability, indicating that price signals alone cannot overcome technology cost barriers.

These findings carry direct implications for EU policy. The European Green Deal's ambitious renewable and storage targets may deliver faster environmental improvements than affordability gains without additional support mechanisms. Policymakers should consider combining storage innovation incentives with targeted subsidies, favorable financing programs, and accelerated technology transfer initiatives to bridge the affordability gap and ensure just energy transitions across member states.
